Ministry of Land Management, Urban Planning and Construction Sets Out Vision for Three Priority Tasks
PHNOM PENH, July 25, 2024 — Under the first Pentagon strategy of the Royal Government's seventh legislature at the National Assembly, the Ministry of Land Management, Urban Planning and Construction has outlined three critical tasks aimed at enhancing management and modernizing urbanization. The Ministry, headed by Deputy Prime Minister Say Sam Al, is focused on the completion of land registration, improving service satisfaction, and creating a non-dispute environment in the land sector.
Three Priority Tasks:
1. Completion of Land Registration: The Ministry plans to finalize the registration of an estimated 7 million plots, including archaeological land and plots across six provinces surrounding Tonle Sap Lake. An additional 5 million unregistered plots are targeted for completion within the next two years (2024-2025).
2. Satisfaction Service: Aiming to boost the quality of public services in land management, the Ministry is focusing on integrating modern public service approaches and data management. This task is part of the broader Pentagon strategy which includes enhancements in infrastructure such as roads, water, electricity, and technology, along with reforms in policies, laws, and digital services.
3. Non-Dispute Environment in the Land Sector: Addressing the root causes of land disputes, which include unregistered land, inconsistent management, and unclear demarcation among others, the Ministry has developed action plans to accelerate the completion of national registration by the end of 2026, state land registration, and faster land management processing. The plans also include restructuring the Land Management Committee to boost housing development and eliminate unlawful land occupation.
These initiatives are part of an overarching goal to strengthen the relationship between the citizens and the government by enhancing transparency, reducing bureaucratic red tape, and fostering a trustful environment.
